The most generous airlines that offer oversized baggage are those in the Middle East. Emirates, Qatar Airways and Etihad Airways fly out from numerous US and UK airports to locations around the world through via hubs in Dubai, Doha and Abu Dhabi. Emirates allows 30kg baggage allowance with their Flex ticket, Qatar Airways offers 30kg in one bag on many flights and Etihad Airways usually provides 23kg over multiple bags on economy fares.
Other international carriers such as British Airways, Virgin Atlantic, United Airlines, Air France and KLM normally allows one bag of 23kg within fares. These airlines all offer this as part of their standard economic fares however this is dependent on the route.
